Adoration Health VP Appointed to Partnership for Quality Measurement (PQM) Advisory Board

Adoration Health’s Vice President of Clinical Practice and Quality Jennifer Messer has been appointed to the Partnership for Quality Measurement (PQM) advisory board. In this role, she will collaborate with other members to review and recommend health care measures, using her expertise and lived experiences to help shape national health care quality.

Pre-Rulemaking Measure Review (PRMR) Committee

The PRMR process is conducted yearly to provide recommendations to the Department of Health and Human Services (HHS) and Centers for Medicare and Medicaid Services (CMS) on the selection of quality and efficiency measures under consideration for use by HHS, as required under Section 3014 of the “Patient Protection and Affordable Care Act of 2010” (ACA) (P.L. 111-148) which created section 1890A of the Social Security Act.

The goal is to achieve consensus regarding Measures Under Consideration (MUC) List measures as to whether they are appropriate for the intended CMS program(s) and target population(s).

In the context of a specific CMS program and population of beneficiaries, interested parties evaluate measures on whether they are meaningful, tailored to unique program and population needs, balanced and scaled to meet program-specific goals, and demonstrate a clear vision of near- and long-term program impacts. These considerations align with the three evaluation criteria used by committee members during the PRMR process.

About the PQM Core Quality Measures Collaborative (CQMC)

The CQMC is a public‑private partnership, founded in 2015 by AHIP and CMS and convened by Battelle’s Partnership for Quality Measurement. It is a membership-driven and -funded effort with additional support from CMS and AHIP. The CQMC brings together health care interested parties to develop core sets that help align measures across payers.
